Position Overview

We are seeking a Project Leader to spearhead initiatives under the theme of HRTech × Government × Regional Revitalization. You will play a pivotal role in leading projects from planning to completion, driving success together with your team.

As a third-generation founding member of our new business division, you will have significant autonomy to grow businesses and services.

SEEDS COMPANY, as the first in-house venture of the PERSOL Group, develops and operates proprietary HRTech services and has launched multiple new businesses since its founding in 2015. The organization has expanded rapidly—from about 30 employees in 2020 to nearly 80 in 2025, growing 1.6x in size over the last three years.

Our main businesses include:

HITO-Manager (ATS) – Over 80% customer satisfaction, churn rate below 1.0.

x:eee Recruitment Support Tool – Over 500,000 job postings since launch in 2021.

Indeed Agency Business – Silver Partner certified; achieved 10x revenue growth in one year.

Now, as we aim to become the No.1 leader in the HRTech industry, we are looking for a Government Project Manager to join us.

Responsibilities

As a Project Leader, you will manage government-commissioned projects using our HRTech product HITO-Manager. You will mainly engage with the Cabinet Office’s Regional Migration Support Program, contributing directly to regional revitalization.

Key tasks include:

Project Management & Operations

Maintenance and operation of ongoing projects

Scheduling, quality assurance, risk analysis, and countermeasures

Handling bids and year-end processes

Team Leadership

Supervising and mentoring ~10 project members

Coordinating with internal departments

Reporting progress and resolving issues

Stakeholder Engagement

Reporting and proposing to government clients

Requirement definition and specification adjustment

Contract and deadline management

You will be supported by experienced government project managers (OJT style), ensuring a smooth onboarding process.

Compensation

Annual Salary: ¥4,500,000 – ¥5,990,000

Monthly Salary: ¥251,700 – ¥346,000 (base salary)

No fixed overtime included; overtime fully paid (per minute basis)

Bonuses: Twice annually (April, October)

Salary Review: Twice annually (April, October)

Working Hours

Flextime system (no core hours)

Standard: 8 hours/day, 60-min break

Typical working hours: 9:00–18:00 or 10:00–19:00

Average overtime: ~20 hours/month

Flexible for family or medical needs

Trial Period

3 months (no changes in terms or benefits)

Qualifications

Required:

2+ years of corporate sales experience in intangible products (e.g., SaaS, job media, Indeed advertising), with proven success.

Alignment with SEEDS COMPANY’s vision and mission.

Preferred:

Sales experience in HR or personnel-related services

Experience dealing with government/public sector clients

Personal Qualities:

Strong communication and problem-solving skills

Demonstrated leadership ability

Education:

High school diploma or higher (Bachelor’s/Master’s welcome)

Primarily remote; onsite presence required during:

First month (onboarding)

Monthly closing meeting

Biannual kick-off meeting

Other occasions as needed
